  • City Makes Castaway Cove Offer; Residents Weigh In

    It's not a done deal yet...But it's on the table. This morning, Wichita Falls city councilors voted -- almost unanimously -- to make an offer to buy Castaway Cove Water Park. Councilors are offering 3.9 million dollars. Katie Crosbie was at the meeting -- Katie, now the owners have to decide whether to accept the city's offer. Yes, Doug – the partners wanted 4.3 million dollars *just* for the water park, which is the current debt on the park. But the council is offering 3.9 million for both the park *and* the 49 acres of undeveloped land. It's either a slam dunk decision... “If we didn’t do this, it would be a crime,” said City Councilor Charles Elmore. ... or a personal foul to every taxpayer...... “Please don't put my money into this partnership." In the end, it was an offer the council couldn't pass up. “Castaway Cove is a garage sale item that you didn't know you needed until you saw the incredible opportunity." “It's time that Wichita Falls - the City Proper – got involved in the game." Some residents argued on behalf of the children: “Look at all the kids that go there." “We’ve got to keep our youth here. If we have nothing but people my age, we're gonna die pretty soon." They also talked about the benefit of the adjacent land: “Can we imagine what Jack Murphy can do with that 49 acres?” “We really don’t want to!” Mayor Lanham Lyne said, with a laugh. When it came time for the vote, only one councilor didn't jump into the pool... “Aye.” “Those opposed?” “Aye.” “Motion passes.” (clapping) Councilor Rick Hatcher called the decision a "tough call" -- saying he loves the park but is opposed to cities taking over such businesses. “It looks to me like the only way this is going to be saved is if we save it,” Hatcher said. “Fundamentally, I'm gonna vote no." One of the investors -- Dewayne Travelstead -- says they didn't build castaway cove with the intent of making a profit ... but hoped to break even.. “Most of us made the investment not for the investment,” Travelstead said, “but because our city needed it." He says the city's below asking price offer will put many investors in financial hardship. “It's very disappointing,” he said. “I think the majority of the investors will probably vote to accept it- I don't know for sure - I'm just one voice – but we'll have to pull several hundred thousand dollars from our pockets just to keep the park open next few months." But Travelstead says he doesn't regret the investment. “Would I do it again?” Travelstead asked. “Probably. Because our city needs it." Castaway Cove General Partner Dr. Louis Wilson told us he would call the partners together to consider the city's offer within the next two weeks.
